Renting a vehicle

You can drive yourself, but your home licence is not valid here on its own, and skipping the local permit voids every insurance policy on the car.

Driver or self-drive?The gap is smaller than you think

In most countries a chauffeur turns a car rental into a luxury service. Here local labour is inexpensive while cars are extraordinarily expensive to import, so the gap is small: roughly LKR 3,500 to 7,500 a day on top of the vehicle, which is US$11 to US$24. For that you hand over the licence problem, the insurance exposure, the police checkpoints, the accident paperwork and the navigation, to someone who does it every day.

VehicleSelf-driveWith a driver
Compact or economySuzuki Alto Rs 7,000 Rs 12,000about LKR 5,000, US$16
Mid-size or hybridToyota Axio Rs 12,000 Rs 15,500about LKR 3,500, US$11
Standard SUVSuzuki Vitara Rs 16,000 Rs 22,500about LKR 6,500, US$21
Premium SUVToyota Prado Rs 22,000 Rs 29,500about LKR 7,500, US$24

Per day. The driver also handles the checkpoints, the navigation, the parking and, if anything goes wrong, the police.

Self-drive still makes sense if you are staying weeks rather than days, if you want to move on your own schedule in one region, or for a scooter or tuk-tuk around a single town. If that is you, the rest of this page is the complete route.
Hiring a driver: day rates and how to choose
Why your licence is not validAn IDP alone is not enough either

Sri Lanka does not grant automatic reciprocity to foreign licences. Under legislation dating to 1932, every foreign driver must have their credentials locally validated and endorsed before legally driving. An International Driving Permit alone does not satisfy this.

A LKR 25,000 fineDriving without the local endorsement is treated as a major traffic offence, not paperwork. Roadside checkpoints are frequent and they do check.
Every insurance policy voids instantlyThis is the one that ruins holidays. Crash while driving on only a home licence or an unendorsed IDP and the insurer is legally off the hook. You personally owe the third party's medical costs, their property damage, and the full replacement value of the rental car. In a country where import duties can exceed twice a vehicle's base value, that number is very large.

The option most people actually use. Rental agencies and specialist services will process the AAC permit for you from scans sent before you land, then hand it over at the airport or with the vehicle. It costs roughly LKR 12,000 all in, US$40 to US$47, against about LKR 9,500 doing it yourself in Colombo. You pay a few thousand rupees to skip a weekday trip to a city-centre office that is closed at weekends. Ask your rental company first, most of them offer it. Around Rs 12,000.

Scooter or motorbike · monthly negotiable Needs a motorcycle endorsement on your licence or IDP. Popular in Mirissa, Unawatuna and around town. Helmets are compulsory and rented-scooter accidents are one of the commonest ways tourists get hurt here.
Tuk-tuk · monthly negotiable Needs the B1 endorsement, available only from the AAC and only against a physical IDP. Handlebar gearshift and a high centre of gravity make it harder to drive than it looks. Banned from the expressways.
Compact, manual · Rs 79,500 a month · excess LKR 65 per km The cheapest four wheels and genuinely the right car for narrow hill-country roads.
Compact, automatic · Rs 99,500 a month · excess LKR 75 per km Worth the small premium if you have never driven on the left.
Sedan or hybrid · Rs 225,000 to 325,000 a month · excess LKR 85 to 125 per km Better air conditioning and a great deal more comfortable on long inter-city runs.
SUV · Rs 295,000 a month · excess LKR 125 per km Worth it for Yala, Wilpattu and the rougher interior roads.
Premium SUV · Rs 395,000 to 550,000 a month · excess LKR 165 to 225 per km Rarely necessary for a normal tourist itinerary.
December and January are brutal. Supply is small and demand is at its yearly peak, and January is consistently the most expensive month to rent anything.
May, June and July are the bargain window, with compact rates falling roughly a quarter below the yearly average as the south-west monsoon thins the crowds.
If you are travelling in the peak, book the vehicle before you book anything flexible. The national fleet is genuinely small and it does sell out.
On the roadDrive left, fuel colours, night
1 Left-hand traffic, overtake on the rightA colonial inheritance. If you have only ever driven on the right, take a compact automatic and give yourself a quiet first hour.
2 Speed limits50 km/h in built-up areas, 70 km/h on ordinary rural roads and 100 km/h on the expressways. Mobile radar units enforce them.
3 Fuel is colour-codedYellow and red pumps are petrol, blue pumps are diesel. Misfuelling a rental is expensive and is not an insured event. Prices are set nationally so every station charges the same.
4 Fines are immediateOrdinary violations run LKR 2,000 to 25,000 by severity. Drink-driving carries a mandatory LKR 25,000 fine and possible arrest.
5 Do not drive at night outside the citiesUnlit roads, wandering livestock and wildlife, and pedestrians walking in the carriageway. This is the single most common piece of local advice and it is worth taking.
Insurance, excess and CDWWhat actually covers you, and what voids it
Third-Party Liability is the legal floor Every vehicle must carry it. It covers injury, death or damage you cause to other people, and nothing at all on the car you are driving.
Rental cars carry an extra statutory loading Commercial rentals must be insured above the basic third-party minimum, which is part of why rates here are higher than in neighbouring countries.
The Collision Damage Waiver is not insurance The CDW, sometimes called an LDW, is a contract with the rental company, not a policy. It caps what you owe if the car is damaged or stolen. It does not make you free of liability.
The Excess is the number that matters Your liability is capped at the Excess, also called the deductible. You leave a refundable deposit, by card block or cash, and if the car is damaged the company keeps up to the full Excess regardless of whether it was your fault. Only damage beyond that reaches the underlying policy. Ask what the Excess is before you sign, not after.
Super CDW removes the Excess A higher daily premium for zero deductible. Given how the claims process works here, it is usually money well spent.

Any of these and your cover disappears

Driving without the local Sri Lankan endorsement
Driving under the influence of alcohol or drugs
Letting anyone not named on the agreement drive
Off-road driving or anything else the agreement prohibits

The small print that catches people

The 50 percent rule Standard local policies pay only half the replacement cost of tyres, tubes, other rubber parts, engine parts, wiring and sensors, unless the vehicle was seriously damaged at the same time.
Excluded causes Claims are refused for damage from external explosion, self-ignition or lightning, and for ordinary wear or mechanical breakdown.
Your credit card cover probably will not work Card rental insurance is a staple for American and European travellers and is close to useless here. You will pay out of pocket locally and then try to reclaim months later against paperwork the local system does not produce in the form your card issuer wants.
The police report trapEven a scraped bumper needs one

Insurers here will not process any claim, however trivial, without official police documentation. No report means the claim is refused and you personally pay the whole repair.

That is straightforward after a two-car collision. It becomes perverse after solo damage, say reversing into a post, or if the other driver leaves. Police may decline to write a simple incident report. To produce the document the insurer demands you may have to lodge a complaint against yourself, appear at traffic court, plead guilty to something like failing to avoid an accident, and pay a LKR 25,000 fine. Only then does the court issue the paper that releases the claim.

For small cosmetic damage the fine, the lost holiday days and the hassle routinely exceed the cost of the repair. In practice many renters settle minor damage directly with the agency in cash, or quietly have it repaired before returning the car. That breaches the rental agreement, and we are describing what happens rather than recommending it. For anything serious, follow the formal process: it is the only thing that keeps your liability inside the CDW cap.
What to do after a crashNever admit fault, never take cash
  1. 1 Make the scene safeHazard lights on. Check everyone in both vehicles.
  2. 2 Call 1990 if anyone is hurtSuwa Seriya, the free national ambulance service. Injuries come before paperwork, always.
  3. 3 Do not apologise or admit faultThis feels rude and it matters enormously. An apology is treated as an admission of liability and will be used against you by the police and by both insurers.
  4. 4 Refuse any cash settlement on the spotTaking or offering cash instead of reporting the incident instantly voids your rental agreement and every policy attached to the car.
  5. 5 Call 119 for traffic policeYou need them on scene. Leaving the scene of an accident is a criminal offence here and leads to arrest.
  6. 6 Photograph everything, in this orderWide shots first to establish the whole scene and the road layout, then close-ups of all damage on both vehicles, then number plates, then the other driver's licence and insurance, then landmarks and any junction signs.
  7. 7 Call the rental company's 24-hour lineDo this from the roadside. They start the claim, and most will send a local representative to handle the police interaction and translate for you. This is the single most valuable thing the rental company does for you all trip.
The police report, your photographs and the agency's own accident form together are the claim. Miss any one of them and you are arguing from a weak position.
