Getting out of Colombo airport without overpaying
Three separate price ladders exist for the same journey and they differ by two to three times. What each one costs, and which of them still runs at three in the morning. Colombo airport is about 35 km north of the city on the E03 expressway, and there are three unrelated pricing systems competing for you as you.

Three prices for one journey
Colombo airport is about 35 km north of the city on the E03 expressway, and there are three unrelated pricing systems competing for you as you walk out of arrivals. They disagree by a factor of two to three for the identical trip, which is why quoting only one of them is misleading.
The official counter publishes fixed rates by destination: about Rs 3,780 to Negombo, Rs 8,100 to central Colombo, Rs 21,384 to Kandy, Rs 23,328 to Galle. Pre-booked private transfers quote in foreign currency and typically undercut the counter on long runs, around Rs 19,000 to Galle. Ride-hailing has no fixed price at all, roughly Rs 70 to 100 per kilometre, and is usually cheapest by day.

The cheap way south almost nobody knows
If you are heading straight to the south coast, there is a route that costs under five US dollars and takes about two and a half hours. Take the dedicated EX-02 shuttle from the terminal to the Makumbura Multimodal Centre on the city's south-eastern edge, about Rs 400, then an air-conditioned expressway coach south: Galle in 1 hour 30 for around Rs 370 to 410, Matara in 1 hour 45 for around Rs 470 to 520. It bypasses central Colombo completely.
One hard limitation. The southbound coaches run from about 04:30 to 21:30 only. Land at one in the morning and this route simply does not exist for you, and you would be waiting at the transit centre until dawn. Night arrivals need a pre-booked car, the airport taxi counter, or the 24-hour Route 187 into the city.

What a transfer costs across the island
Two patterns are worth knowing before you book. On the south coast the expressway flattened the price curve: Bentota at 110 km and Ahungalla at 122 km both take exactly two hours and cost almost the same, because on the expressway distance stops translating into time.
In the hill country the opposite happens. Kandy is only 115 km, shorter than the drive to Ahungalla, but takes two and a half to three and a half hours. Ella is barely further than Tangalle yet costs half as much again, around Rs 35,000, because operators price the driver's day and the wear on the car, not the kilometres. Trincomalee, Jaffna and Arugam Bay are full-day drives and priced accordingly, up to Rs 60,000 for a car to Jaffna.

If you are landing at Mattala or Jaffna
Mattala (HRI) in the deep south has no bus and no train reaching the terminal at all. With no public alternative there is nothing to compete the private fares down, which is why a short drive there can cost what a long one costs from Colombo. Pre-book, or you are negotiating at an unregulated rank with no reference price.
Jaffna (JAF) at Palaly is the opposite: small, informal and very cheap, with local buses and tuk-tuks doing the 33-minute run into the city for a few dollars. Fixed-price transfers exist but are quoted on request rather than published.
